As the city deals with skyrocketing rents, the Seattle City Council voted to create what is believed to be the nation's first renters' commission. How would the commission - designed to give renters (approximately half of Seattle residents) a stronger voice at City Hall - operate? Could Seattle impose a city income tax and, if so, what would it cost residents?
