12/31/2009 An increasing number of cities around the country have started to crack down on public begging, or panhandling. Will Seattle follow suit? We talk with Seattle City Council public safety chair TIM BURGESS about the proposal he is drafting, and get reaction from the ACLU and other concerned advocates. The closest metropolitan city that has adopted these laws is Tacoma, and we hear from Tacoma City Councilor Connie Ladenburg about whether its panhandling ban has been a success. We also take to the streets and meet some of the people who will be impacted by a stricter ban on aggressive panhandling, including Jeff, a homeless man who cautions that Seattle`s crime rate will increase if begging becomes illegal. Balancing civil liberties and public safety can be a delicate challenge, and Seattle will soon take on an interesting debate that may have a major impact on its quality of life. |
