Seattle Mayor Jenny Durkan wants all Seattle public high-school graduates to have access to two years of free tuition at community and technical colleges. The rationale? By 2020, 70 percent of jobs in Washington state will require some post-secondary education. But only about a third of the state's high-school graduates earn a post-secondary degree by the age of 26. Many low-income and minority students say the free-college program, called the Seattle Promise, will open doors and change their lives. How will the city pay for the program?
