Millions of gallons of raw sewage and untreated runoff poured into the Puget Sound when the West Point Wastewater Treatment Plant malfunctioned in February. Now, the sewage treatment plant - Washington state's largest - is only partially treating dirty water before discharging it into the sound. What went wrong?
