A new federal proposal that changes the rules for low-income legal immigrants is having a chilling effect nationwide. For the first time, the Trump administration wants to weigh the use of public benefits, such as Medicaid, food stamps and housing vouchers, negatively against an application for U.S. permanent residency or citizenship. We examine this immigration controversy.

The federal government is accepting public comment on the changes to the public charge rule until Dec. 10.
