Crime in downtown Seattle has spiked more than 40%, increasing public safety concerns among businesses and neighborhoods. A major challenge is what to do about the number of prolific offenders who are repeatedly cycling through our criminal justice system. How should city leaders address this complex problem? Are new pilot programs that include a low-barrier shelter, high-barrier probation, plus more support and coordination a good idea?
