Local and state leaders address the media about new measures to curb the spread of COVID-19. Gov. Jay Inslee issues a proclamation and announces new community strategies and social distancing plans. Inslee declared a state of emergency on Feb. 29, 2020, directing state agencies to use all resources necessary to prepare for and respond to the outbreak.
