The Seattle City Council is considering tougher laws to protect renters from unscrupulous landlords, but will the plan backfire? The proposed "Carl Haglund" law would prohibit rent hikes in units that do not meet basic maintenance standards and protect tenants from retaliation. Added legislation bans income discrimination for prospective tenants. Advocates say these changes could provide a path to a more equitable and affordable city, but landlords argue added regulation will increase their cost of doing business and result in even higher rents. We meet landlord Carl Haglund and hear from all sides of this controversial debate.
